Vineyard Estates Neighborhood Association
General Membership Meeting Minutes

Date: 31 Aug 2006
Location: Covenant United Methodist Church
Chaired by: VENA Board of Directors (BOD) President Pat Verrelle
Minutes taken by: BOD Secretary, Hank Happ
Time: Called to order 7:00 PM
Attendance: Present: BOD, Residents of Vineyard Estates (~20)

Guest Speakers
Michael Padilla, General Manager of the ABQ Citizen Contact Center, spoke about the 311 service. He said they operate 24 hours/day, 7 days/week. Their goals include answering 98% of calls within 7 seconds, and eventually providing a reference tracking number for service requests that cannot be concluded immediately. They currently handle about 60,000 - 80,000 calls per month. As a result of the service, calls to 911 have been reduced by 17%. Typical calls last 2 - 3 minutes. The busiest period is around 10 AM on Monday. Mr. Padilla can be reached via e-mail at ccc@cabq.gov. He encourages folks to visit the website www.cabq.gov.

Richard Sears, Battalion Commander for A Shift, District 3 Firefighters, answered questions. He apologized for the late arrival of fire trucks for the July 4th fire in the neighborhood - their goal is to reach the home in 4 min from the time they leave the station, and that goal was not reached for this fire. There were discussions concerning the barricade at the end of Green Arbor, and the accuracy of city maps. The fire department receives about 70,000 calls per year city-wide for all services.

Introduction of Board Members

Nominations for Board Members
Pat Verrelle, Mike Brewer and Tony Huffman are incumbent board members with expiring terms. They were all nominated for the board, and accepted the nomination. Larry Demo, Matt Staten and LeAnn Fisk also volunteered to become board members. All nominations were seconded and approved by unanimous consent.

Treasurer's Report
Discussion: Tony Huffman discussed the treasurer's report. We have 133 paid memberships out of 568 homes. We anticipate another 200 - 300 additional homes when the new boundaries become official. We have $4268.78 in the coffers.

New Business
A resident asked how covenants can be changed. We did not know the answer.

There was a complaint raised about the Vineyard 5 wall falling apart, with exposed cinderblock.

The membership approved an amendment of the bylaw language pertaining to boundaries. The northern boundary for VENA is now Alameda between Barstow and Ventura. The eastern boundary is now extending to 4 lots west of Eubank between Paseo del Norte and Carmel. The amendment excludes the area north of Alameda to Florence between Barstow and Ventura.

Mike Brewer asked whether the expansion of our boundaries would also mean that the extent of our weed spraying would be increased, with the associated increase in costs. Pat Verrelle said that the new neighborhood residents would be asked to participate actively in the funding process for this.
